What are you planning to do?  Words, Data Analysis, Photo Editing, Video Production, etc.

For a general purpose use (1920x1200), I have continued for many years to be pleased with the Dell U241M series of screens. 
In February this year, I helped one user downsize from and older Dell 30” monitor to a Dell Ultra HD 4K Monitor P2415Q 24-Inch.  This is 4096 x 2304, with stated 1000:1 contrast ratio – at $350 Amazon Prime. This is also quite nice. 

But, again, only you know what you need in terms of resolution and color gamut.

Using the 2013 little tower MacPro, you should get a monitor that has DisplayPort (or miniDisplayPort) input. The connect using a high quality cable with miniDP to DP (or miniDP) connectors. One example of miniDP to DP cable is the Amazon Basics cable, https://www.amazon.com/gp/product/B013PWQPFS/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1.

This advice also applies to other Macs with miniDP connectors, including any MacMini of recent vintage.
